Figured it out after looking at the form/hints for Dark Sails.

1) The Materials necessary at the beginning of the book to solve this puzzle are accurate
2) The watch is a total red herring

According to the author in messages on kickstarter I was told the answer is supposed to be 151310 but I had no luck with it continuing the story
I had 161410 and tried many combos
Idk what the last person said about 5 digits but I tried many and saw no result

If this is too revealing feel free to remove the comments but add a new with the pass code of the next chapter cause of the inaccuracy of the ruler

The pass code for the next one is sacrifice.
